"Judges and officers shalt thou make thee in all thy gates, which the LORD thy God giveth thee, throughout thy tribes: and they shall judge the people with just judgment." ~ Deut. 16:18
This is a command from the Lord to establish government. The type of limited government dictated by the statutes of the Lord is incredibly limited compared to the present. "This institution of graded courts in Israel was pragmatic; it was Jethro's wise counsel, designed to relieve Moses of the pressure of cases. the graded courts were to govern the tens, hundreds, and thousands of Israel...For each ten families one judge was appointed to deal with minor matters and to refer other cases to a higher jurisdiction."
